Why are the Chicago Bulls and 76ers not allowed to choose players in the second round of the 2023 NBA Draft?

The reason for this is because the Chicago Bulls and Philadelphia 76ers have been stripped of the right to choose players by the NBA in the second round of the 2023 NBA Draft for violating Tampering Law, which is the unauthorized access to players before the transfer period.

According to the NBA, both teams violated Tampering’s law on unauthorized access to players before the transfer period. The penalty was given immediately, when the Miami Heat were stripped of the right to choose players in the second round of the 2022 NBA Draft, while the Chicago Bulls will receive the same penalty in the second round of the 2023 NBA Draft.



Meanwhile, the Philadelphia 76ers’ penalty had to be reversed for 2021. At that time, the 76ers had unauthorized access to Danuel House Jr and PJ Tucker about a free contract during the 2020 season. 2021 is not over yet.

This behavior also violated Tampering Law and as a result, the NBA decided to strip the Philadelphia 76ers of the right to choose players in the 2nd round of the 2023 and 2024 NBA Drafts.

This is also the reason why the 2023 NBA Draft has only 58 player selections, instead of the usual 60.
